Pick whether you want to track:

Then set your desired outcome:
- Choose a time cycle: daily, weekly, monthly, etc. 
- Enter the number or value you aim to hit each cycle 
Secondary goal
Choose a secondary signal of progress, such as:
- Increase CTR 
- Improve impression share 
- Improve average quality score 
- Reduce CPC
